Under the Rajasthan Land Revenue Act, 1956, both Record of Rights and Annual Register are important components of land records, but there is a clear distinction between them.

Record of Rights — Sections 113-114
  • It is a permanent record.
  • Prepared by the Land Record Officer for every village.
  • It includes:
    • Khewat
    • Khatauni
    • Rent-Free Register
    • Other prescribed registers
  • It is the basic record of ownership, tenancy rights and revenue.
Annual Register — Section 132
  • It is the updated version of the Record of Rights.
  • Prepared every year by the Collector or Land Record Officer.
  • It incorporates all mutations that have taken place during the year.
  • Commonly known as Jamabandi.

Is the Annual Register a wider term?

Yes, the Annual Register is considered a wider term because:

  • It is the living and updated form of the Record of Rights.
  • It includes all changes (mutations) occurring during the year.
  • In practice, it is more frequently referred to and used as Jamabandi.

Under the Rajasthan Land Revenue Act, 1956, certain categories of land are excluded from land revenue assessment (during settlement operations under Sections 142-183).
