Strategy Formulation is the process of developing appropriate strategies to achieve the long-term objectives of an organisation. It involves analysing the internal and external environment, identifying strategic alternatives, and selecting the most suitable course of action.

The process of strategy formulation consists of the following stages:

  • Defining Mission and Objectives: The organisation first establishes its mission, vision, and long-term objectives, which provide direction for strategic decisions.
  • Environmental Analysis: Internal strengths and weaknesses and external opportunities and threats are analysed through SWOT analysis.
  • Generating Strategic Alternatives: Different strategic options are developed, such as expansion, diversification, market penetration, or cost leadership.
  • Evaluation of Alternatives: Each alternative is evaluated based on feasibility, risks, costs, available resources, and expected outcomes.
  • Selection of the Best Strategy: The most suitable strategy is selected to achieve organisational goals effectively.

Strategy Formulation is the process of developing strategies to achieve organisational objectives, whereas Strategy Implementation involves converting those strategies into action. Although both are essential, successful implementation is often more difficult because it requires effective coordination of people, resources, leadership, and organisational systems.

The following factors make strategy implementation more challenging than strategy formulation:

  • Resistance to Change: Employees may resist new policies, technologies, or work practices due to fear of uncertainty, increased workload, or loss of authority. Such resistance can delay or weaken implementation.
  • Resource Allocation: Successful implementation requires adequate financial, human, and technological resources. Inadequate or improper allocation of resources can hinder the execution of strategies.
  • Leadership and Employee Commitment: Effective implementation depends on strong leadership that communicates the organisational vision, motivates employees, and builds commitment towards strategic goals.
  • Coordination and Communication: Strategy implementation involves multiple departments and levels of management. Poor coordination or ineffective communication may create confusion, duplication of work, and delays.
  • Organisational Culture: If the existing organisational culture does not support innovation, teamwork, or change, employees may find it difficult to adopt new strategies successfully.
  • Monitoring and Corrective Action: Continuous monitoring is essential to identify deviations from the plan and take timely corrective measures. Without proper evaluation and feedback, implementation may fail to achieve desired results.
