Target Olympic Podium Scheme (TOPS)

  • Purpose: Improve India’s performance at Olympics and Paralympics
  • Initiation: Started by Ministry of Youth Affairs and Sports in September 2014, revamped in April 2018
  • Objectives: Identify elite athletes capable of achieving Olympic podium and Provide holistic support including foreign training, international competition, equipment, coaching camps
  • Support Provided: Monthly stipend of Rs. 50,000 for each athlete, Foreign training, International competition participation, Equipment provisional, Coaching camps
  • Committee: TOPS Elite Athletes’ Identification Committee
  • Mission Olympic Cell (MOC): Dedicated body to assist selected athletes under TOP Scheme

Rajasthan has implemented several initiatives to encourage sports and support athletes:

  1. Rajasthan State Sport Policy 2013: with the aim of Developing facilities and opportunities to become a national leader and gain international recognition.
  2. Rural Olympics: The first-ever Rural Olympics involved 25 to 40 lakh players to promote sports at the village level​​.
  3. Honoring Achievements: Awards like the Maharana Pratap Award and the Guru Vashishtha Award recognize outstanding athletes and coaches​​.
  4. Enhanced Prize Money: Significantly increased cash prizes for Olympic and other international medalists, with up to Rs 3 crore for an Olympic gold medal​​.
  5. Employment Opportunities: Job appointments in government services for medal winners on an out-of-turn basis​​.
  6. Sports Infrastructure: Development of sports facilities and support for private entities to build infrastructure, including the establishment of Rajasthan Sports University​​.
  7. Training Camps: Annual residential training camps, including specialized camps for tribal areas​​.
  8. Sports Academies and Hostels: Various academies and hostels provide training and support to young athletes​​.
  9. Reservation and Benefits: 2% reservation in government jobs for outstanding sportspersons, along with other benefits like concessional land, free travel, and daily allowances​.
  10. Institutional Support: The Rajasthan State Sports Council approves policies and important schemes for the promotion of sports in the state.
  11. Sports Associations to Promote Sports: Governed by The Rajasthan Sports (Registration, Recognition, and Regulation of Associations) Act, 2005.

Integrating sports into education  holds multifaceted significance, fostering holistic development beyond physical fitness. It impacts mental well-being, academic success, discipline, and ethical values, shaping well-rounded individuals ready for life’s challenges.

National Sports Policy, 2001 talks about the integration of Sports and Physical Education with the Educational Curriculum, making it a compulsory subject; setting up Specialized Sports Schools; an appropriate Inter-school and Inter- College/University competition structure at all levels.

SAI : Established in 1984 under the Ministry of Youth Affairs and Sports, Government of India.

Objective: Promotion and development of sports and games across India.

The Sports Authority of India (SAI) plays a crucial role in promoting sports excellence through various initiatives and infrastructure support across the country. Here’s a brief overview of its role:

  • Talent Identification and Development
    • National Centres of Excellence (NCOEs): Equipped with state-of-the-art infrastructure, sports science facilities, and expert coaching staff. Focus on training elite athletes for international events like the Olympics.
    • SAI Training Centres (STC): Cater to junior-level athletes from grassroots levels, providing systematic training in various sports disciplines.67 STC centres nurturing over 4800 trainees across the country.
    • National Sports Talent Contest (NSTC): Identifies and nurtures sports talent from a young age (8-14 years) through scientific training programs.
  • Infrastructure Development and Management
    • Sports Facilities: Manages and operates major sports facilities, including stadiums and training centres across India. Includes major stadiums in Delhi like Jawaharlal Nehru Stadium and Dr. Karni Singh Shooting Range.
    • High Altitude Training Centre: Operates the Netaji Subhash High Altitude Training Centre for specialized training.
  • Support for National Teams and Coaches
    • Coach Development: Produces high-caliber coaches and physical educationists through various training programs.
    • Training and International Exposure: Provides athletes with international exposure and competitive opportunities. Supports training with scientific equipment and expertise.
  • Implementation of National Sports Schemes
    • Implements national sports schemes like Khelo India, promoting grassroots sports and early talent identification.
    • Supports initiatives such as Assistance to National Sports Federations (NSF), Target Olympic Podium Scheme (TOPS), and FIT India.
