Changes in Unlock 4 Guidelines

Changes in Unlock 4 Guidelines | Considering the rising Covid-19 cases, on 20th September 2020, the home department of Rajasthan State government issued a notification, scrapping its previous order permitting resumption of several activities from September 21 as part of its Unlock 4.0 guidelines issued on 30th August.

According to the new home department order dated 20th September 2020, activities such as sports, political, social, entertainment, academic, cultural and religious functions will remain prohibited till October 30.

Earlier on 19th September, the State government has also imposed Section 144 of CrPC in 11 District headquarters of Rajasthan.

Changes in Unlock 4 Guidelines:

The following Amendments are made in part B Negative List/ Prohibited Activities of above guidelines:

1. Activities prohibited during Unlock-4 period outside the containment zones:

(v) Social/ Political/ Sports / Entertainment/ Academic/ Cultural/ Religious funtions and other large congregations will not be permitted till 31st October, 2020

However, the following will continue to be permitted in areas outside the Containment Zones:

(i) Marriage related gathering with wearing of face masks, social distancing, provision for thermal scanning and hand wash or sanitizer. The organizer shall :

  • a. give prior information to the concerned SDM
  • b. ensure social distancing during the function
  • c. ensure that the maximum number of guests allowed shall not be more than 50

(ii) Funerals (last rites related gatherings with mandatory wearing of face masks, social distancing provisions for handwash or sanitizer. The maximum number of persons allowed shall not be more than 20.

Violation of any of the above conditions is an offence and punishable with heavy fine.

The District Magistrate and other authorized officers shall enforce Common Safety Prescriptions, through fines and penal action as prescribed in the Disaster Management Act, 2005/ The Rajasthan Epidemic Diseases Act, 2020.

 

2. Restrictions under section 144 CrPC:

The concerned District Magistrate may further impose restrictions on the movement and gathering of 5 or more persons at public places within municipal limits of District Headquarter, based on their own assesment of Covid spread conditions. However these restrictions will not apply on the activities permitted under guidelines issued for Unlock-4 implementation.
