Sustainable development has been defined as development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

The World Bank is an international development organization owned by 187 countries. Its role is to reduce poverty by lending money to the governments of its poorer members to improve their economies and to improve the standard of living of their people.The Bank is also one of the world’s largest research centers in development. It has specialized departments that use this knowledge to advise countries in areas like health, education, nutrition, finance, justice, law and the environment.

The World Bank has created new organizations within itself that specialize in different activities. All these organizations together are called the World Bank Group. It consists of:

  1. IBRD lends to low- and middle-income countries;
  2. International Development Association (IDA) lends to low-income countries;
  3. International Finance Corporation (IFC) lends to the private sector;
  4. Multilateral Investment Guarantee Agency (MIGA) encourages private companies to invest in foreign countries; and

International Centre for Settlement of Investment Disputes (ICSID) helps private investors and foreign countries work out differences when they don’t agree

The Rajasthan government has implemented a range of initiatives to form the “Rajasthan Model of Public Health” and enhance health indicators in the state.
Maternal and Child Health

  • Chief Minister Ayushman Arogya (MA-Voucher) Scheme: Provides pregnant women with QR code-based e-vouchers for free sonography exams at private centers in areas lacking government facilities.
  • Pradhanmantri Matra Vandan Yojana: Financial assistance increased from Rs. 5,000 to Rs. 6,500. (Budget 2024-25).
  • Adarsh Anganbari at Block Level: Enhances health checkups, nutrition, and pre-school education. (Budget 2024-25).
  • Indira Gandhi Matritva Poshan Yojana (IGMPY): Implemented in all 33 districts to reduce low birth weight and improve the health and nutritional status of pregnant women, lactating mothers, and children up to 3 years of age.
  • ‘Prasav Watch’ Application: Recognized for excellence in monitoring institutional deliveries.

Healthcare Accessibility and Financial Assistance : 

  • Right to Health Care Act, 2023: Grants legal entitlement to essential and quality healthcare to all residents of the state.
  • Mukhyamantri Ayushman Arogya Yojana: Formerly Chiranjeevi Health Insurance Scheme, providing universal health coverage. Coverage increased from ₹10 lakh to ₹25 lakh.
  • Ayushman Vay Vandan Yojana: Targets senior citizens aged 70+, ensuring cashless treatment.
  • Rajasthan Government Health Scheme (RGHS) : Doorstep Delivery of medicines (Budget 2024-25)
  • Mukhya Mantri Nishulk Nirogi Rajasthan Yojana: Provides free OPD, IPD, medicines, tests, and surgeries at public hospitals. The scheme includes a list of items as per essential drugs- 1,240 medicines, 428 surgical items and 156 sutures,
  • Chiranjeevi Jeevan Raksha Yojana: Offers free emergency treatment for road traffic accident victims up to 72 hours.
  • Mukhyamantri Chiranjeevi Durghatna Bima Yojana: Provides insurance cover of up to ₹10 lakh for various types of accidents.
  • State Mental Health Authority: Established for mental patient care.

Disease Prevention and Control :

  • Nirogi Rajasthan Abhiyan: Launched on December 18, 2019, to address seasonal communicable and non-communicable diseases, and pollution.
  • “Shudh Aahar Milavat par War”: Launched on 15 February, 2024, to prevent food adulteration.
  • TB Free Gram Panchayat Abhiyan: Aims to eradicate tuberculosis in rural areas.
  • First State in the Country to Implement the Policy for Control of Blindness: Aims for ‘Right to Sight Vision’.
  • Silicosis Policy: Provides financial help to people suffering from silicosis, and includes measures for identification, rehabilitation, disease prevention, and control in workplaces.
  • State One-Health Action Plan’ will be made for Zoonotic Disease Control in the State 

Medical Education and Infrastructure :

  • Medical Colleges: 43 medical colleges in the State (work in progress for 15 new medical under CSS phase-III.),  15 dental colleges in the State.
  • Integrated colleges of Ayurveda, Yoga and Naturopathy has been started National Ayush Mission(AYUSH)
  • Adarsh PHC/CHC Scheme: Strengthens rural healthcare infrastructure and maternal care.
  • MoU has been done with Multinational Company ‘Gengyme’ for establishment of Centre of Excellence for rare diseases.
  • COVID-19 Testing: RTPCR testing facilities available at all district headquarters. Significant increase in oxygen and ICU bed capacities.
  • Digitalization  → MoU with JPAIGO: Signed to digitalize health services related to pregnant women and newborns..
  • Launch of  PCTS mobile app : more than 53 thousand ASHAs of the state will be able to do day-to-day reporting of health services related to women & children of their area on mobile.

Primary Healthcare and AYUSH Integration

  • Urban Ayushman Arogya Mandir: Provides high-quality primary healthcare services to urban poor and vulnerable populations.
  • In next 5 years, State is striving hard to make functional all health facilities (PHC/UPHC/SHC/U-AAM & Ayush AAM) as Ayushman Arogya Mandir (AAM). total 9,259 AAMs are functional in State
  • In the 15 districts of Rajasthan, “UJALA CLINICS” have been established.
  • Rajasthan State AYUSH Research Center: Established in Ajmer
  • 500 Ayurveda dispensaries started as health and wellness centers.

Women’s Health and Family Welfare Programs

  • IM (Indira Mahila) Shakti Udaan Scheme: Provides free sanitary napkins and raises awareness on menstrual health and hygiene in remote areas.
  • Shakti Diwas for Anemia-Free Rajasthan: Organizes activities to reduce anemia in children, adolescent girls, married women, pregnant women, and lactating mothers.
  • Rajasthan Janani Shishu Suraksha Yojana (RJSSY): Offers free medicines, lab tests, food, blood facilities, and referral transport for pregnant women and newborns.

Health Indicators Improvement

  • NFHS-5 2019-21 vs. NFHS-4 2015-16
    • Neonatal Mortality Rate: Reduced to 20.2 from 29.8 per 1,000 live births
    • Infant Mortality Rate: Reduced to 30.3 from 41.3 per 1,000 live births
    • Institutional Births: Increased to 94.9% from 84%.
    • Total Fertility Rate (TFR): dropped from 2.4 to 2.0
  • Maternal Mortality Ratio: 113 per 100,000 live births (SRS 2018-20). 

These initiatives showcase Rajasthan’s substantial progress in improving health indicators through enhanced healthcare access, maternal and child health, and disease prevention efforts.
